"What is the acceptable scope for Active Information Operations?"

Counter statements often do not have enough “punch” against waves of fake news or concerted information manipulation. A stronger result could be achieved when the sources are discredited, but is that possible within the the political constraint at hand? In order to set up deterrence techniques, we need a much better understanding of the mechanisms and impact of propaganda. Therefore, science and technology should be free to probe the whole spectrum of information operations without being tamed by political considerations.
